i didn't write that article, but the author (Bryan Wright) does mention the following regarding that page: 

"In hopes that it may prevent a few more breakages like the one I experienced, below I offer my suggestions for how to ship 78 rpm records as safely as possible." 

he does seem to have offered that page to share with others.
