The one I have is red;  the grooved area is translucent but the area around the label is transparent.  Holding it up beside a Canadian Red Plastic Victor, (Stokowski's Brahms 1), the Victor is a lighter red than the Decca and less transparent, (almost but not quite opaque).  Holding it up beside a US Red Plastic Victor, (Paganini Quartet's Debussy Quartet), the Victor is a darker red than the Decca but equally transparent.

My copy of Rachmaninoff's 2nd Concerto with List is on black records.
