Note that your copy of 2008 was most likely imprinted "after the fact!"

I have NEVER seen similar imprints on Victor or Pathe records (although
Brunswick DID distribute Pathe 1916-19[?]!)

Rather than being "all over the country," your listed cities (plus those I 
have
seen) basically include a small "midwestern" portion of the US of A...which
in turn suggests it may have been one single distributor or sales-executive 
who
came up with the idea...?!
