[78-L] Talk-O-Phone Record

Just brought home several boxes of old records, mostly Diamond Discs, and found a 9 inch single sided Talk-O-Phone label record.  Announcer says:" TALK-O-PHONE Records, TALK-O-PHONE COMPANY, Toledo, Ohio"

Seems 78 rpm is way too fast for this record.  Slowed my Victrola down as far as the dial would go but still too fast.  

What is the speed these were recorded at?
