Why do they bother with a megillah of exclusions -- they always blame
it on the furrin post office, who always say it wasn't them, and round
and round you go....

One thing I forgot to mention - this mandate goes for international shipments, not domestic. If you are shipping to another country and want to protect your merchandise, use another carrier, like FedEx or UPS.
