As I said..
"The new provisions will apply to all existing sound recordings protected by 
copyright on 1st November 2013 and
to all new sound recordings made after that date. The regulations will not have 
the effect of bringing any sound
recording back into copyright if that copyright had previously expired."

Lots of other interesting reading in there. Who designed that cover page? It 
looks like a piece of cheese.
