Incidentally, eBay has just added a "report buyer" option - which is to make up for sellers not being able to give negative feedback to buyers. The option allows sellers to report buyers for any of the following:
Buyer made unreasonable demands   demanded a change to the shipping method or location   demanded a change to the payment method or timing   demanded a partial refund or discount   demanded additional items or services   requested that the transaction be completed off eBayBuyer abused a buyer protection program   misused the program to claim an item was not as described   misused the program to claim an item was not receivedBuyer misused returns   did not return original item   returned a damaged or used item   did not follow other terms of your return policyOther problems   buyer used foul or offensive language   requested false information on customs forms   your problem isn't listed here
