[78-L] Explain this NYRL matrix to me

Mainspring Press have announced an ambitious project to document the full output of early recording studios that lack surviving recording ledgers, thanks to a large collection of cards maintained by collectors over the decades. Their blog entry is here (the post for 23 May):

This one is a bit of a puzzlement, not because of any inaccuracies but because NYRL mx. 636 should correspond to ca. June/July 1920--indeed, it's "Bells" by the Newport Society Orchestra, Pmt 20025, according to the Online 78 Discography.
 
Yet the control number shown, 1233, is indeed a control because NYRL mx. 1233 is "Bees Knees" by the California Ramblers (Golden Gate Orchestra), 21 Nov. 1922, issued on Pmt 20174. So is *this* 636 (the Arthur Fields) part of a totally separate matrix sequence that NYRL used for client material not planned for release on Paramount, Puritan et al.?
