Jah mon. Leslie Kong was one of the minds-behind-reggae, and, yes 007 was rock-steady, was one of the first commercial tunes to lay down that beat and divide the reggae style from what ska would turn into 10-15 years later.

Except that it wasn't exactly reggae.
The musical term "reggae" wasn't used before 1968. Dekker's "007" was a 
ska tune, or slowed-down ska: rock-steady.
