You are absolutely right, Rodger, the list you found is for all of 1941.
David's Your Hit Parade listing is far more representative of December 1941.
Here are three other lists for Dec. 1941 that you can compare:
from Chuck Cecil of the syndicated radio show, "The Swingin' Years", Dec. 7,
1941
1. Elmer's Tune - Glenn Miller
2. Chattanooga Choo Choo - Glen Miller
3. Tchaikovsky Piano Concerto in B Flat - Freddy Martin
4. This Love of Mine - TD and FS
5. You made Me love You - Harry James
6. Tonight We Love - Tony Martin
7. Shepherd Serenade - Bing Crosby
8. Jim - Jimmy Dorsey, Helen O'Connell and Bob Eberly
9. Two in Love - TD and FS
10. Elmer's Tune - Dick Jurgens
from the Stardust Satellite Music Network for Dec. 7, 1941
1. Chattanooga Choo Choo - Glenn Miller
2, I Don't Want to Set the World on Fire - Ink Spots
3. Elmer's Tune - Glenn Miller
4. This love of mine - TD and FS
5. Tchaikovsky Piano Concerto in B Flat - Freddy Martin
6. You Made Me Love You - Harry James
7. Tonight We Love - Tony Martin
8. You and I - Glenn Miller
9. Shepherd Serenade - Bing Crosby
10. Whistler's Mother-in-Law - Bing Crosby and Muriel Lane
from Edward Foote Gardner's book, "Popular Songs of the Twentieth Century"
for Dec. 1-15, 1941
1. Chattanooga Choo Choo - Glenn Miller
2. Elmer's Tune - Glenn Miller
3. Shepherd Serenade - Bing Crosby
4. Tchaikovsky Piano Concerto in B Flat - Freddy Martin
5. I Don't Want to Set the World on Fire - Ink Spots
6. This Love of Mine - TD and FS
7. Tonight We Love - Tony Martin
8. You and I - TD and FS
9. Jim - Jimmy Dorsey, Helen O'Connell and Bob Eberly
10. Two in Love - TD and FS
11. BY-U, BY-O - Woody Herman
12, The Bells of San Raquel - Dick Jurgens
13. This Time the Dream's on Me - Woody Herman
14. You Made Me Love You - Harry James
15. Orange Blossom Lane - Cliff Edwards
*I would trust Gardner's list as most authentic since he based his charts on
Billboard, Variety, Metronome and Your Hit Parade.
