Elizabeth discussed this a few years ago and it makes sense -- even the
lurid news reports gave the estimate of the number of people who
panicked at one million.  The population of the U.S was 130 million. 
That means less than 1% of the population panicked.  The newspapers blew
it out of proportion as a way of ridiculing their rival media.  The BBC
article mentions Cantril's figure of 1.2 million who were "frightened"
or "disturbed" which is even less extreme than "panicked".

Leah and I participated in a webcast on RadioOnceMore.com from the
Grovers Mill Coffee Co. tonight, and this was one of the things I
discussed.
