[78-L] Romeo 1490 - who art thou?

Could the notations in the dread wax have been made by a previous owner? I've
had discs like that. I have a batch of near mint Victor Orthophonics by Marimba
Centro Americana that appear to be store stock, and some have dates scratched
in the wax, not apparently the work of a Victor engineer.
