No he wasn't, but it appears to have occurred more in country music and blues than any other field, but there are some examples in jazz. Here's a few of the many songs that I have with "New" in the title that are revisions of older recordings.
New Gulf Coast Blues - Bessie Smith
New Greenback Dollar - Roy Acuff
New Brown's Ferry Blues - The Log Cabin Boys
New Birmingham Breakdown - Duke Ellington
New Birmingham Jail - Darby & Tarlton
New Call of the Freaks - Luis Russell
New Dirty Dozen - Memphis Minnie
New Falling Rain Blues - Cliff Bruner
New Highway 51 - Tommy McClennan
New John Henry Blues - Bill Monroe.
There are many, many others, certainly not restricted to Wills or even to western swing.
