Benno,\\Reading the laws and regulations is all very well; the problem is,
they are subject to _interpretation_, which is done by those same postal
clerks and customs officers, from whose decision there is usually no appeal. Same with the tax laws, as interpreted by the IRS, Inland Revenue, or whatever you have in La-la-land where you are....
