[78-L] Sunrise ^

A quick look at the Astronomical Almanac shows that you have to be a 
bit more than 40° from the equator (north or south) to have the sun 
rising before 4.30 am not counting Daylight Saving Time wich makes 
the sun rise and set an hour later. For the sun to rise before 4.30 
am Daylight Saving Time you have to be at 54° from the equator.
