Tim Brooks Vol I Columbia book says The Columbia Phonograph 12500-13499 series was reserved for Austro-Hungarian recordings issued 1905-1908. Sherman-Nauck 'Note the Notes' said Columbia maintained offices in cities throughout Europe. Maybe someone thought it a good idea to add Vienna to the cities list for this audience, a nod to their office in Vienna..?? Similar labels occur with Milan and Paris for those audiences.
Just thought it was weird that the printers would take the time to use the same font and same arc for the addition.
