[78-L] Victor 24351 with 2 3/4" label (Oakland pressing):normal?

Carabelli's 'Felicia' is a tango, issued on Vic(Ar) 37225-B.
A label image can be seen on omar's ebay website, ebay # 380229625290.
The nrs in the wax are release nrs, as usual for Victor.
I assume JA-1039 is another release nr, in the Vic(J) JA series.

It was issued in June 1948, according to Takeo Yamada's "American
Popular Music on Japanese 78 rpm Record 1927 to 1958". The second side
is shown as "out of scope".
