[78-L] Victor 24351 with 2 3/4" label (Oakland pressing): normal?

I found this record today at the local Salvation Army, and noticed the label
being smaller than usual. The sides are not unusually long, nor do the
eccentric stop grooves appear to run a smaller diameter than on
contemporaneous Victors. Is this smaller label the norm for all pressings
of this record, or just the Oakland? Are there any other Victors of the era
with this same smaller size label?
