Maybe it's blackmail - or some kind of fee for paying the government, the 
lawyer and provider in China. In that case 'blackmail' and 'fee' are more 
or less the same, no?
I don't know any more details. I just relay what he told me. 
Anyway, he has some kind of engeneering company, so his customers 
will be 'happy' for not being able to contact him for two days.
