[78-L] new shipping charge policy with uKnow who

I do this also, if the actual postage is excessively higher than what the buyer paid, which I consider to be anything greater than 3 or 4 bucks. 

Incidentally, there have been no restrictions on postage on items I've put up for auction this weekend - and I listed over 40.
