[78-L] stylus measurement

When we say a stylus has a 3 mil tip (.003 inches) what are we talking about?  The _diameter_ of the 'ball' at the tip, or the _radius_ of that 'ball?  (By 'ball" I mean the rounded end?  Always has puzzled me.
