The monologues web site I listed below gives this writers credit:

RP Weston was a prolific Music Hall song writer.  If anyone out there has
Brian Rusts's 'British Music Hall on Record' there may be more information
about there.

Ah! So it must be much older, since Beatrice Kay also recorded it in the 40s
and THAT was a look back at music hall material.
