Julian,  I recall reading a story that Arlen came up with the basic form of 
Get Happy when he was working as a rehearsal pianist for the Vincent Youmans 
show "Great Day" so perhaps that is how Russ got confused on the matter.

I would also take issue with Dance's dismissal of the song as a "somewhat 
dated 'rhythm' number."
