If you have concern over the need to pay notice, I'd contact ebay and explain the situation, quoting your payment confirmation number and asking that the notice be removed.  I had a problem a few months ago with a bidder in Shanghai who, after being notified of having won an LP from me, wrote that he was backing out of the deal.  I don't remember the exact amount, but it was a relatively small sum, probably a bit under $10.  I didn't feel it was worth my bother re-listing the item.  Considering the circumstance, it was the kind of thing I'd be happy to sell at a record show for $5 or $6.  I wrote ebay, quoting the winner's response and advising that I preferred not to re-list the item at present.  I received a courteous response saying that it was not normal practice for ebay to do so, but they were making an exception in my case and crediting me the insertion and final value fees, which they did on the following month's invoice.  I'm not sure what their normal practice is, but I surmise that they would simply have required me to file a grievance, which I doubt would have accomplished anything in this case, or perhaps they'd have required me to re-list the item without charging while crediting me the final value fee.

So contacting ebay may get the need to pay notice removed quicker than the "eventually" cited by DL.

Back on 10 July I won an item and paid promptly via Paypal.
On the 13th, I received an e-mail from Paypal that the seller had
refunded my payment. He has not answered messages requesting
an explanation and I am still being told that I need to pay for one  
item.
Any ideas?

Notices to pay that continue eventually disappear, in my experience. I paid 
privately for a couple of items (or traded, or for some reason changed the 
circumstances) and "please pay" memos showed up for a while and then they 
didn't.
