Given the odd circumstances,  I'd give it a rest.  I had regular dealings 
with one pleasant eBay seller for a couple of years,  and then didn't hear 
from him after I'd won a couple of items and paid for them.

Turned out he had died of a heart attack.  When I found that out I was glad 
I hadn't jumped the gun.

Another time I sent about $150 to a regular seller from whom I'd bought a 
lot of material,  and didn't receive the stuff after six weeks (I'd paid for 
Priority)  nor any reply to repeated emails.  So I left negative feedback 
and learned a week later that there had indeed been a death in the family 
and everything had fallen apart for them during that time.

Now it was still their responsibility to take care of business,  but in 
retrospect I was sorry that I had assumed the worst about their intentions.

So given that it's not even a month since the original transaction,  I'd 
just let it sit for a while.  If you received all your money back,  just 
disregard the notice that you need to pay for something.

In answer to David's question,  I would say that service from the amateurs 
has really improved since eBay changed the rules about feedback...but I 
still try to deal with as few of the amateurs as possible.
