Here in Canada, a LOT of this "dumbing down" has come about because
it is no longer a "given" that the reader/user speaks English...even at 
all?!

We North Americans are FAR out-numbered by citizens of other
lands...who have grown up looking at Hollywood movies and re-runs
of US TV shows, and desperately want to emigrate to North America
(US preferred, but since it is almost impossible to enter there, Canada
will do instead...?!)...!

The US has (grudgingly) allowed the use of Spanish as a "second
language"...here in Canada, we officially use French in that way!
I suspect our next "alternate language"may well be Urdu (except
AFAIK there is NO standard language in "south Asia?!)?!

But...when the streets are full of auto-mobiles driven by new
immigrants (legal or illegal?!)...one had best err on the side of
safety! The alternative might well be elderly pedestrians run
down by non-English-speaking drivers who were trying to
turn on their defrosters but couldn't decipher the controls...?!
