[78-L] Hail to the sleeve, #2: OPA ceiling prices

I can't help you with the OPA prices but the dates on the Columbia Japanese record further down is in the 1936-37 range based on the label type when they went to all caps for the name.  That doesn't mean the recording is from then, just when the label was in use.  Can't help on the translation.

  I have some record sleeves which come from mismatched records. Is it 
possible to date the sleeves based on the reference to OPA ceiling prices? 
Can anyone provide a North American who is not an American with some 
background?
