[78-L] Condition of "lable"

I have always understood grading symbols (E+ V+ E- etc) to indicate the
amount of wear to the playing surface from previous plays - regardless of
scratches, scuffs and other damage (including to label) which should be
noted separately.

Strictly speaking a grading (say E) should also include the label. But
you very rarely see a record down graded just because the label is in less
condition than it's surface...
