In the U.S. there is supposedly a royalty levy on "Music" CD-Rs that
mainly goes to Garth Brooks' children's college fund.  "Data" CD-Rs are
supposed to be royalty-free but do not work in stand-alone recorders. 
My opinion is that if you have to pay a royalty fee on blanks, then you
can do ANYTHING YOU WANT with those discs.  You've paid the royalty
already, make use of it!!!  I ENCOURAGE you to pirate any Garth Brooks
recording you can stand.
