The date of Hughes Panassié knowing the blues is the late 1920's, Mezzrow first mentioned it to him when he was in Europe in 1928/9 era (he was also giving Panassié sax lessons). I would presume other musicians also spoke to him, Hughes was an excellent cultural anthropologist, and we seem to criticize him for his lack of empathy to later styles, and his trying to digest everything so quickly (not to mention the horrible English translations). Hughes I presume was much like the person who goes on a tip, and then purchases not only the item he was tipped on but dozens other. He certainly was aware of vocal blues records years before other music critics.
