[78-L] 1922 customs decision on broken records during shipment - between whea t and opium issues

Note that the opium "was sent to the appraiser's stores under the supervision of a customs guard."  The shortages apparently occurred prior to being under the vigilant eye of Customs, so the appraiser had overpaid the duty on the actual amount of opium involved.  I wonder what the Gerhard and Hey company was doing with the opium.  Sounded legal.

I have had two experiences with 78s being stolen during shipment.  One time was when the late Roger S. mailed me some Thai Rabbit records in a package with some great stamps.  The thief, likely in Roger's mailroom, wanted the stamps; the records were lost./steve
