The new 78-L list could have a place to post images and attached text.  Text attachments are
now permitted, but they will be stripped from the arriving email and saved, and a link to the
attachment put in the 'stripped' email sent to the list members.    

I am working on the 'image' attachment possiblility, but that is much more complex to get
right because of the impact on maximum message sizes, the size that triggers digests, 
when and how the characters are counted, length of time to save attachments centrally, etc.
