Regarding Canadian radio, one beloved program from the 1940s was "The 
Happy Gang," and it did have its own theme-- let me see if I can find 
it.  Here's a special retrospective about the show, including one 
version of the theme:

you see this (very serious, old-style) 1949 documentary about Canadian
