I definitely have a number of Sam Manning sides recorded for Decca in New York in 1941. No biographical information on him at hand.

According to the Kingston Jamaica Daily Gleaner, Sam Manning was born in
Trinidad, and had become a successful comedian in New York before
returning to Jamaica to scout new talent in 1935-1936; his plan was to
go on tour with the performers he discovered at his talent shows. He
had already become popular in London, where his tour was going to start.
Is this the same guy whose 78s you have?
