Fisher and Black copyrighted that song (separately from the non-blues hit "Dardanella" it was inspired by and commented on) on June 20, 1920, and Clair and Pollock claimed a copyright on their interpretation in about March 1921.
Not necessarily something we should hear as boogie-woogie, since '00s-'10s stride-ish piano did stuff similar to that anyway.
