No, the rat tail file is different.   A reamer has "flutes", ridges that
tapered (I think some are parallel too), sharp and hardened, providing four
or so cutting edges.  The rat tail, also tapered and hardened has many small
cutting surfaces.

I assume that's what they call a rat-tail file in the UK? I tried to buy one
at a local hardware store some years ago, but they had never heard of it!
