[78-L] ARSCLIST is down, and Historic Masters is dead

I hadn't seen anything from Historic Masters since Roger Beardsley died. 
Haven't been on ARSClist for a couple of years, so the only messages I see are 
those copied to this or other lists. By the way, I understand that border 
crossings will not be affected by these current problems, which was different 
from what was discussed in the spring when major cutbacks were announced.
