[78-L] Anyone need this? ^

Doing a cleanup around here, and I find I have a part for which I don't seem to 
have a machine (or even know what requires it, let alone why I have it). It's a 
Matsushita Cylinder Unit, VEG0752-1, in a blister pak held together with 
staples. I can't tell if it's new or if someone inserted an old one in here and 
re-stapled it, but the piece looks to be in excellent condition. An online 
search tells me that this or its after-market equivalent sells for around $300.

So what is it, who needs one, and how can I tell if this one is like new? Like 
the Yogi Yorgesson song, "I Give Up--What Is It"?
