[78-L] Unusual Victor promo 23-0000

Item has white RCA Victor double ring labels, with a 1-line rim legend, and
couples 23-0000-A with 23-0334-A.
Apparently a later promo issue, but not stating this on the labels,
and thus different from "NOT FOR SALE / Special Purpose Series" labels.
I couldn't find this type when browsing through the (fabulous) Sherman/Nauck Guide to Victor book.
Orig. issues in the first part of the 23-0000 series had Victor (Serie Internacional) labels.

Ebay seller also has a similar record coupling RCA 23-0292 / 23-0652.

Does someone have info on this type of release?
