The answer is simple. Tin was rare and and urgently needed for bronze casting. Remember, tin mines were an important reason to conquer the British Isles. 
Therefore, when T. Alvus E. Inventor Maximus approached Imperator Caesar Vespasianus Augustus in late 77 A.D. with the tinfoil phonograph, he was thrown out of the palazzo.
