[78-L] side 2 same song

I wonder what the purpose of having the same song on both sides of a (non-promotional, non-jukebox) record was? I can sort of see a record company doing it for something a little special like "Any Bonds Today"--after all, there was a war to be won--but for a song like "(Can This Be) The End of the Rainbow," what purpose did it serve? There must have been a reason why certain tunes here and there warranted such treatment.
