For now, here is the information you requested: Matrix 3011 A : W.N.A.C. March, composer James M. Fulton, Played by the Polar Bears, under the direction of Will Dodge, Compliments of Shepard Stores, Boston & Providence., Matrix 3015A The Polar Bears Picnic, composer J.W. Bratton. The Polar Bears Orchestra, Will Dodge Director. I don't follow your request on the voice, just turn up the volume, the voice on the announcement can be heard just fine.
Have a great Thanksgiving,
Bruce

The youtube picture was not clear enough to read most of the label or
figure out what the matrix number was. Could you post a real photo of
the label, tell us what the other side was, and perhaps give us an
electrical transfer of at least the announcement so we can hear what the
voice really sounded like?

Keeping on the Subject of Grey Gull, Donna just recently gave me some
interesting information on this particular record which I have posted to
my
Victrolaman Channel. She also shared with me some neat photos of the
Band Leader, and group photo of the W.N.A.C. Polar Bears, decked out in
their Polar Bear Suits.
I will try put those up and share a link so you can see them. Here is
the link to the Youtube Video. Under the screen if you expand the
information section you can see some of the information
she sent me, this early Radio History Related Promotional Record.
