[78-L] Gala: different label styles, is it the same company?

I wonder how it was that the original Fiskanas which were RCA Victor custom
recordings were released with Victor's catalogue numbers as they stood in
the 12" pop series at the time (there is a Fiskana 36099 but not also a
Victor 36099 for example) and not given their own numerical series (as
they'd not be listed or mentioned in Victor's own catalogues, obviously)?
