[78-L] Mystery record

The record nr is RO-100.
This appears to have been distributed with the newspaper in December 1932.
The 27 items were revealed in Daily Mail 16 Jan 1933.
The R-prefixes were used for special records/series, like RE for Empire Day Messages.
What is the meaning of the "R" ?
