The ancient and reliable vocal mike is the Shure SM58. You should be 
able to find a used one fairly cheap, a good general-purpose mike that 
is nearly indestructible (they've been making the things since the 
1950's). Consider a cheap pre-amp/interface, maybe a better sound card. 
I look at http://www.sweetwater.com when I'm interested in good hardware 
- they have a range of equipment, and do a lot of business with 
professionals.
