[78-L] 78 MASTER REFERENCE??

Greetings.  I just came across a 10 inch cut 78 with 'WHATEVER LOLA WANTS' by Dinah Shore, on the flip side is some rather uninspiring organ music in 3 seperate groove segments.  The label on the Dinah Shore side is by Radio Recorders and is a '78 MASTER REFERENCE' and RCA is listed as the 'Client' on the label.  There is no label on the flip side.

I know RCA Victor released her singing this song on 78 #20-6077 c.1955 and that sounds real similar to this recording.  
 
Is this the same recording, perhaps a dub of the record, or something else?  What is a '78 MASTER REFERENCE'?
