Looking at bid history of the two one-feedback bidders you had, it might
be someone who is trying to raise the value of things he already has in
his collection.  He doesn't want to buy them, he just want to make them
more valuable, maybe for tax donation purposes.

doesn't pay
 within that timeframe, give a second chance offer to the next highest
bidder.
 Three days won't make a difference to someone who really wants the

 Hard to say with finality. I'm certain that it's the same guy whose ID
has been 
 revoked twice before, and I've heard of other sellers being burned by
him (we 
 all eventually relisted and sold the items). As for not selling to
newbies at 
 all, everybody has to start someplace and a bidder with only 1 positive

 feedback was one of the eager customers on all 3 of the items I listed
