It's the same answer as to why Marvin Hamlisch got the credit/awards
for the soundtrack to _The Sting_ movie.

On Burns, isn't part of the problem is that he is a film person and
not a historian?   No doubt, he has to delegate the research and history 
to others and they also have to find story writers that can come up with
plot lines that appeal to the public viewing audience and their sponsors.  
When these things collide, facts get dropped or skewed.
