[78-L] Speaking of very small records - less than 3" Decca?

Speaking of small records I got an email tonight from someone asking about a Decca record of Russ Morgan doing Does Your Heart Beat For Me.  It plays for 35 seconds and the record is about 2.75" in diameter.  It's a Decca Personality Series label and is 78rpm.  What is this?  I presume it's some sort of promo but I've never seen anything like this.  Did they make many of these? He said he got it while at a radio station in the 50's.
