The wikipedia article for Bert Lee credits the song to Robert E. Harris,
Dwight B. Latham, Bert Lee & R. P. Weston.  Perhaps Latham reworked the
lyrics to suit American audiences.

(Robert E. Harris is the real name of Weston's son who did collaborate with
Bert Lee after Weston's death at the end of 1936, however he used the
pseudonym "Harris Weston" on other songs.)
